WHEREAS the President is satisfied that circumstances exist which render it necessary to take immediate action; NOW, THEREFORE, in pursuance of Proclamation of the Fourteenth day of October, 1999, and Provisional Constitution Order No. 1 of 1999, as well as Order No. 9 of 1999, and in exercise of all powers enabling him in that behalf, the President of the Islamic Republic of Pakistan is pleased to make and promulgate the following Ordinance:—

• Section 1: Short title and commencement
• Section 2: Definitions
• Section 3: Establishment and incorporation of the University
• Section 4: Powers and functions of the University
• Section 5: University open to all
• Section 6: Teaching and examinations
• Section 7: Authorities of the University
• Section 8: Officers of the University. The following shall be the officers of the University namely:
• Section 9: Patron
• Section 10: Visitation
• Section 11: Rector
• Section 12: Board of Trustees
• Section 13: Powers and functions of the Board of Trustees
• Section 14: Board of Governors
• Section 15: Powers and functions of the Board
• Section 16: Meetings of the Board
• Section 17: Academic and administrative staff
• Section 18: University fund, audit and accounts
• Section 19: Academic Council
• Section 20: Powers and duties of the Academic Council
• Section 21: Constitution, function and powers of authorities
• Section 22: Appointment of Committees by certain authorities
• Section 23: Statutes
• Section 24: Indemnity and bar of jurisdiction
• Section 25: Removal of difficulties
