255. Powers of the Federal Government to direct those two or more surveyors be employed.––A survey shall ordinarily be made by one surveyor, but two or more surveyor, may be employed if the Federal Government, by order in writing, so directs either generally in the case of all ships at any port of survey, or specially in the case of any particular ship or class of ships at any such port.
