253. Powers of surveyors.—(1) For the purposes of a survey under this Ordinance, any surveyor may, at any reasonable time, go on board a ship and may inspect the ship and any part thereof, and the machinery, equipment or articles on board thereof: Provided that a surveyor shall not, except to the extent necessary for the purposes of this sub- section, hinder the loading or unloading of the ship or detain or delay her from proceeding on any voyage. (2) The owner, master and officers of the ship shall afford to the surveyor all rea-sonable facilities for a survey, and all such information respecting the ship and her machinery and equipments, or any part thereof, respectively, as he reasonably requires.
