17. The Executive Secretary.—(1) There shall be an Executive Secretary who shall be appointed by the Board on the basis of such qualification and on such terms and conditions as may be prescribed. (2) The Executive Secretary shall exercise all such powers and perform all such functions, as may be assigned to him by the Board. (3) The Executive Secretary shall be responsible for calling the meetings of the Board on the direction of the Chairman, the Chief Executive Officer or on a requisition by the majority of the Members, as the case may be.
