18. Appointment of employees, etc.—(1) The authority may appoint such employees as it may consider necessary for the efficient performance of its functions on such terms and conditions as may be prescribed. (2) All appointments and promotions in the Authority shall be in accordance with the service rules and regulations of the Authority. (3) The Authority may engage experts, advisers and consultants on contract on such terms and conditions as it may determine.
