18. Procedure and powers of Controller.―(1) The Controller shall not refuse registration, or cancel or suspend the licence, of a hotel or restaurant, except after holding summary enquiry in the prescribed manner. (2) For the purpose of holding an enquiry under sub-section (1) or any other enquiry which he may deem necessary for the purposes of this Act, the Controller shall have the same powers as are vested in a civil court in respect of― (a) proof of facts by affidavit ; (b) summoning and enforcing the attendance of any person and examining him on oath ; (c) compelling the production of documents and other material evidence; and (d) issuing commissions for the examination of witnesses.
