3. Establishment and incorporation of Employees, Social Insurance Institution.___ (1) As soon as may be after the commencement of this Ordinance, the 1[Federal Government] shall establish an institution to be called the Employees' Social Insurance Institution. (2) The Institution shall be a body corporate having perpetual succession and a common seal with power, subject to the provisions of this Ordinance, to acquire, hold and dispose of property, both movable and immovable, and shall by the aforesaid name sue and be sued.
