26. Approval and publication of byelaws. No byelaw, or alteration or revocation of a byelaw, shall have effect until the same shall have been approved by the 1[division concerned] and such approval shall have been published in the official Gazette and no byelaw or alteration or revocation of a byelaws shall be approved by the 1[division concerned] until a draft of the same and a notice specifying a date at or after which the draft will be submitted to the 1[division concerned] shall have been published in the official Gazette and in such other manner as the 1[division concerned] may from time to time prescribe, nor unless the said draft shall have been submitted for its approval.
