27. Removal, etc., of building. The Board 2[or any officer authorized by the Board] shall not order or cause any building in the Port area to be removed or demolished unless an opportunity of being heard has been given to the owner or occupier thereof and his objections, if any, has been duly considered, and the Board 2[or any officer authorized by the Board] is satisfied that the removal or demolition of the building is essential to the execution of its schemes.
