289. Penalty for failing to supply special trade passengers with prescribed provisions.— (1) If the master of a special trade passenger ship, or any contractor employed by him for the purpose, without reasonable cause, the burden of proving which shall lie upon him, omits to supply to any special trade passenger the prescribed allowance of food, fuel and water, he shall be liable to a fine which may extend to five thousand rupees for every special passenger who has sustained detriment by the omission to supply the prescribed provisions. (2) Where, under the terms of the ticket issued to a special trade passenger, he is not entitled to the supply of food as fore said; sub-sections (1) shall have effect in relation to such passenger as if reference therein to “food” were omitted.
