5. Secretary.__ (l) The Federal Government may, either from the Federal Government or from the private sector, appoint a Secretary who shall attend meetings of the Board and perform such functions as the Chairman may assign. (2) The Secretary shall be the principal staff officer and principal accounting officer of the BOI and shall have the status of a Secretary to the Federal Government.
