45. Common seal.__ (l) The Commission shall have a common seal which shall be kept in the custody of the Chairman or such other person as may be authorized by the Chair man by regulations made by the Commission. (2) Documents required or permitted to be executed under the seal shall be specified and authenticated in such manner as shall be authorized by regulations.
