Section 23: Statutes

23. Statutes.___ (1) Subject to the provisions of this Ordinance, Statutes may be made to provide for and regulate all or any of the following matters, namely:___ (a) the scales of pay and other terms and conditions of service of officers, teachers and employees of the University and the constitution of their pension, insurance, gratuity, provident fund and benevolent fund ; (b) the conduct and discipline of the officers, teachers and employees of the University ; (c) the constitution, powers and duties of the Authorities and conduct of election to such Authorities and related matters ; (d) the affiliation and disaffiliation of colleges and related matters ; (e) the admission of educational institutions to the privileges of the University and the withdrawal of such privileges ; (f ) the establishment of institutes and service divisions ; (g) the powers and duties of officers, teachers and employees of the University ; (h) the conditions for appointment of Professor Emeritus ; (i) the conditions on which the University may enter into arrangement; with public bodies or other organizations for purposes of research and advisory services ; (j) the general scheme of studies including the duration of courses and the number of subjects-and papers for examinations ; (k) the award of Honorary Degrees ; and (1) any other matters which are to be or may be prescribed or regulated by Statutes. (2) The draft of the Statutes shall be proposed by the Syndicate to the Chancellor who may approve it with or without any modification or refer it back to the Syndicate for reconsideration, or reject it: Provided that Statutes affecting the constitution or powers of any Authority shall not be proposed until such Authority has been given an opportunity of expressing its opinion in writing on the proposal; Provided further that the Statutes shall not be effective until they have been approved by the Chancellor. (3) Notwithstanding anything contained in sub-section (2), the Statutes set out in the Schedule shall be deemed to be Statutes framed under this section and shall remain in force until they are amended or replaced by Statutes framed in accordance with this section.
