13. Qualifications of the Chief Executive Officer. A person shad not be qualified to be appointed as the Chief Executive Officer or a Member of the Authority unless he— (a) is a citizen of Pakistan; (b) is not less than forty years of age; (c) is a person who is well-qualified, experienced and of known integrity and competence.
