17. Branch Councils.__ (1)For the purpose of advising and assisting it in the discharge of its functions, the Council may constitute one or more Branch Councils as and when it considers necessary. (2) A Branch Council shall be constituted in such manner and perform such functions as may be prescribed. (3) The Council may, at any time, dissolve any Branch Council constituted under subsection(1).
