131. Changes in crew to be reported.—(1) The master of every Pakistani ship the crew of which has been engaged before a Shipping Master shall, before finally leaving Pakistan, sign and send to the nearest Shipping Master a full and accurate statement in the form sanctioned by the Federal Government, of every change which takes place in his crew before finally leaving Pakistan, and that statement shall be admissible in evidence. (2) Nothing in sub-section (1) shall be construed as enabling the master to engage, except in accordance with the other provisions of this Ordinance, any seaman as an additional member of the crew. (3) If any master fails without any reasonable cause to comply with the requirement of sub- section (1), he shall, for each offence, be liable to a fine which may extend to five thousand rupees.
