48. Penalties not to affect other liabilities.–The penalties imposed by sections 39 to 47 (both inclusive) shall be in addition to, and not in derogation of, any liability in respect of the payment of compensation or, in the case of a licensee, the revocation of his license, l[or the payment of penalty in lieu thereof, ] which the offender may have incurred.
