23. Non-adult workers to carry tokens.—No child who has completed his twelfth year and no adolescent shall be required or allowed to work in any tea plantation unless - (a) a certificate of fitness granted with reference to him under section 24 is in the custody of the employer ; and (b) such child or adolescent carries with him while he is at work a toke giving a reference to such certificate.
