Section 54: National fund for control of drug abuse

54. National fund for control of drug abuse.___ (1) The Federal Government may, by notification in the official Gazette, constitute a Fund to be called the National Fund for Control of Drug Abuse, hereinafter to be called the Fund, consisting of___ (a) grants from the Federal Government or Provincial Governments; (b) the sale proceeds of any assets forfeited under this Act or any other law for the time being in force; (c) the sale proceeds of unserviceable commodities and vehicles provided by the donor for narcotics control purposes; (d) any grants made by any person or institution; and (e) any income from the investment of the amounts credited to the Fund. (2) All receipts mentioned in sub-clauses (a) to (e) of sub-section (1) shall be credited to a Head of Account in the Public Account duly authorised by the Auditor General of Pakistan. (3) The purpose and object of the Fund shall be to meet the expenditure incurred in connection with the control and eradication of trafficking in, and abuse of, narcotic drugs, psychotropic substances, controlled substances, or treatment and rehabilitation of drug addicts and for all or any of the related purposes, as may be specified by the Federal Government. (4) The management, overall control and supervision of the affairs of the Fund shall vest in a Governing Body consisting of a Chairman and such other members as may be appointed by the Federal Government by a notification in the official Gazette, on such terms and conditions as may be prescribed. (5) The Governing Body shall have the powers to regulate its own procedures and co-opt members as it may deem appropriate.
