52. Registration of addicts.__ (1) Each Provincial Government shall register all addicts within their respective jurisdiction for the purpose of treatment and rehabilitation of addicts. (2) The Federal Government shall bear all expenses for first time compulsory de- toxification or de-addiction of an addict. (3) The addict shall carry a registration card in such form as may be prescribed and produce it to any public authority on demand.
