23. Expenditure to be charged to the Fund. The Fund shall be expended for the purposes of— (a) paying any expenditure lawfully incurred by the Authority or its constituents for the purposes of this Ordinance; and (b) repaying any financial accommodation received or moneys borrowed under this Ordinance and the profit, return, mark-up or interest due thereon, howsoever called.
