16. Appeal. Save as otherwise provided in this Act, any person aggrieved by an order passed under this Act may, within fifteen days of the passing of such order, prefer an appeal__ (a) in the case of an order passed by an Assistant Administrator or a Deputy Administrator, to the Administrator; and (b) in the case of an order passed by an administrator, not being an order passed in appeal by the Administrator confirming an order of an Assistant Administrator or a Deputy Administrator, to the Chairman.
