12. Appointments. The Executive Committee of, the Governing Body may appoint, subject to such general or special orders as the Federal Government may issue to it from time to time, such officers and sub-ordinate staff and engage such consultants or experts as it may consider necessary for the efficient performance of the functions of the Institute on such terms and conditions as it may deem fit.
