13. Penalty. Any person who— (a) wrongfully obtains possession of, or retains, or having in his possession, custody or control, wrongfully withholds, any property or other assets transferred to and vested in the Federal Government under this Act; or (b) having in his possession, custody or control any book, register, document or other papers relating to Esso undertakings, wilfully withholds or fails to furnish or deliver the same to the Federal Government, shall he punishable with imprisonment for a term which may extend to five years, or with fine which may extend to fifty-thousand rupees, or with both.
