7. Meetings of the Council, etc.—(1) Save as hereinafter provided, the Council shall regulate the procedure for its meetings. (2) Meetings of the Council shall be called by its Chairman on such date and at such time and place as he may deem fit: Provided that not less than two meetings shall be held in a year. (3) Ten members shall constitute the quorum for a meeting of the Council. (4) Each meeting of the Council shall be presided over by the Chairman and, in his absence, by a member elected for the purpose by the members present.
