423. Power to make regulations for search and rescue.—(1) The Federal Government may, by notification in official Gazette, make regulations to ensure that the necessary arrangements are made in Pakistan for coast watching and for the rescue of persons in distress at sea. (2) Regulations made under sub-section (1) shall include provisions on the establishment, operation and maintenance of such maritime safety facilities as are deemed practicable and necessary having regard to the density of the sea-going traffic and the navigational dangers, and shall, so far as possible, afford adequate means of locating and rescuing such persons and shall provide for the training and certification of personnel involved in search and rescue operations.
