4. Controlling Authority.___(1) The Engineer-in-Chief of the Pakistan Army shall be the Controlling Authority of the College. (2) Subject to the provisions of this Ordinance and the rules made thereunder, the Controlling Authority shall have such powers and duties as the 1[Federal Government] may determine.
