18. Standing or advisory committees:___ The Federal Tax Ombudsman may, whenever he thinks fit, establish standing or advisory committees at specified places with specified jurisdiction for performing such functions of the Federal Tax Ombudsman as are assigned to them from time to time and every report of such committee shall first be submitted to the Federal Tax Ombudsman with its recommendations for appropriate action.
