28. Appointment of officers, servants, etc., by the Authority .—(1) The Authority may, from time to time, create posts and appoint such officers, servants, experts or consultants as it may consider necessary for the performance of its functions on such terms and conditions as may be prescribed : Provided that appointment to the posts in Basic Pay Scale 20 or above sha ll not be made except with the previous approval in writing of the Federal Government. (2) The Authority shall lay down the procedure for the appointment of its officers, servants, experts and consultants, and the terms and conditions of their service, inc luding the constitution and management of pension and gratuity for them, and shall be competent to take disciplinary action against them.
