19. Budgetary provisions.—The AuditorGeneral shall have the full powers to incur expenditures within the budgetary provisions. 1[19A. Sanction accorded by the AuditorGeneral.__The President may appoint an independent officer to audit sanctions to expenditure accorded by the AuditorGeneral.
