11. Power to make rules. The Federal Government may, by notification in the official Gazette, make rules for carrying out the purposes of this Ordinance. 1Subs. and shall be deemed always to have been so subs. by the population Welfare Planning Programme (Appointment and Termination of Service) Ordinance, 1981 (21 of 1981), s. 2, for “cannot be appointed under section 3”.
