21. Appearance before Tribunal. Any appearance, application or act before a Tribunal may be made or done by a party in person or by an advocate or any other person entitled or allowed to plead in any civil court and duly appointed to act on his behalf: Provided that the Tribunal may, where it considers it necessary, direct any party to appear in person.
