6. Board of Governors.___(1) The overall control, direction and superintendence of the affairs of the Council shall vest in a Board of Governors consisting of the following members, namely: ___ (i) the President ; (ii) the Chairman ; (iii) not more than five whole-time members ; and (iv) such other members as the Federal Government may appoint on the recommendations of the Chairman from time to time. (2) The appointment of the Chairman and other members shall be made by notification in the official Gazette.
