2. Expenditure on privy purse to be charged expenditure.—Where, under any agreement for the time being in force between the 1[Federal Government] and the Ruler of a former State which at any time was in accession with Pakistan or his successor, any sum is payable as privy purse by the 1[Federal Government], such sum shall be charged on the 1[Federal Consolidated Fund] and be paid out of that Fund and shall be deemed always to have been so charged and paid.
