19. Pending cases. This Ordinance shall not apply to cases referable under this Ordinance to conciliation which, immediately before the coming into force of this Ordinance, are pending in any civil or criminal Court, and such cases shall be disposed of by those Courts as if this Ordinance had not been promulgated: Provided that if all the parties to any such case agree to have the same decided by a Conciliation Court, the proceedings thereof shall terminate, and the case shall be referred to conciliation in accordance with the provisions of this Ordinance.
