20. Power to remove difficulties.— If any difficulty arises in giving effect to the provisions or carrying out the purposes of this Act, the Federal Government may make such orders as it may consider necessary to remove the difficulty: Provided that no such power shall be exercised after the expiry of one year from the commencement of this Act.
