579. Enforcement of penalties in certain cases.––The penalties to which masters and owners of special trade passenger ships and pilgrim ships are liable under part V, shall be enforced only on information laid at the instance of the certifying officer, or, at the port or place where there is no such officer, at the instance of such other officer as the Federal Government may specify in this behalf.
