439. Registration of alterations.—(1) When a fishing vessel is so altered as not to correspond with the particulars relating to her entered in the certificate of registry, the owner of such vessel shall make a report of such alteration to the registrar of the port where the vessel is registered, and the registrar shall either cause the alteration to be registered or direct that the vessel be registered a new, in accordance with such rules as may be made in this behalf. (2) If the owner fails to comply with the provisions of this section, he shall, for each offence, be liable to a fine which may extend to five thousand rupees.
