14. Cognizance of offences.—(1) No court shall take cognizance of any offence punishable under this Ordinance save on a complaint made by the National Board or a Provincial Board or an officer authorised on behalf of either of the Boards. (2) No court inferior to that of a Magistrate of the first class shall try any offence punishable under this Ordinance.
