20. Power to make rules.__(1) The Board may, in consultation with the Federal Government, by notification in the official Gazette, make rules for carrying out the purposes of this Ordinance. (2) Without prejudice to the generally of the powers conferred by sub -section (1), such rules may provide for all or any of the following matters, namely:__ (a) finances; (b) general administration; (c) management of assets and matters ancillary thereto; and (d) such other matters as may be necessary for giving the effect to the provisions of this Ordinance,
