20. Licensees or their employees not exercise powers exercisable by a certain Government functionaries.__ Nothing in this Ordinance shall be construed as conferring on a licensee or his employees any of the powers which by any law are conferred on or exercisable by a police officer or officers of customs, immigration, prisons, or any other public officer.
