25. Power to make rules.___(1) The Federal Government may, by notification in the official Gazette, make rules for carrying out the purposes of this Ordinance. (2) In particular and without prejudice to the generality of the foregoing provision, such rules may provide for___ (i) the functions and powers of the Chairman ; (ii) the appointment and terms and conditions of service of the whole-time members of the Council, including disciplinary matters ; and (iii) the conditions under which the Council may enter into arrangements with other institutions and individual organisations, whether public, private or autonomous bodies.
