10. Meetings of the Committee.—The Advisory Committee shall meet at such time and place to consider such matters as the Authority may from time to time, refer to it: P rovided that the Advisory Committee shall, at the start of each cropping seasons of Kharif and Rabi, hold its meetings without such reference.
