357. Power of Federal Government to make rules.—(1) The Federal Government may, by notification in the official Gazette, make rules for carrying out the purposes of this chapter. (2) In particular, and without prejudice to the generality of the foregoing power, such rules may prescribe— (a) the form of the certificates referred to in sections 342 to 347 and sub-section (2) of section 353 ; and any other certificate required to be issued under the provisions of the Safety Convention; and (b) the charging of fees for the grant of such certificates, the amount of such fees, and the manner in which they shall be recoverable.
