18. Power to make rules.___(1) The 2[Federal Government] may make rules to carry out the purposes of this Ordinance. (2) Without prejudice to the generality of the power conferred by sub-section (1), such rules may provide for the following matters, namely:___ (a) the channel through which communication and return of letters of request to District Magistrates under section 6 shall be effected; (b) the specification of offences for the purposes of sub‑section (3) of section 9; and (c) any other matter which may or ought to be prescribed.
