11. Appointment and functions of Secretary.—(1) The Federal Government shall appoint a person to be Secretary to the Board on such terms and conditions as it may determine. (2) Subject to the provisions of this Act, the Secretary shall discharge his functions and perform his duties under the general superintendence, and control of the Chairman.
