11. Power to make rules.– The Federal Government may, by notification in the official Gazette, make rules:- (a) regulating the functions and powers of the officers; (b) regulating the classes and grades of, and the remuneration and rewards to be paid to, the officers and members of the force and their conditions of service; (c) [omitted] (d) [omitted] (e) generally for the purpose of carrying into effect the provisions of this Act.
