10. Permission to leave Pakistan necessary. A person for the time being in Pakistan who is liable to render national service and does not hold a certificate granted under section 9 shall not leave Pakistan without the permission in writing of such officer or authority as the 1[Federal Government] may, by notification in the official Gazette, authorise in this behalf.
