7. Officers and Servants of the Council:—(1) The Council may appoint such officers and servants, as it may deem necessary to carry out the purposes of the Act. (2) All persons appointed or employed by the Council shall be deemed to be public servants within the meaning of section 21 of the Pakistan Penal Code (XLV of 1860).
