12. Register for manufacture and wholesale business.__ Every occupier of a place used for the preparation or manufacture, for the purposes of trade, of any such article of food as the 1[Federal Government] may, by notification in the official Gazette, specify in this behalf, and every wholesale dealer or his agent who stores any such article, shall keep and maintain a register in such form as may be prescribed, and such register shall be open to inspection by the inspector.
